Health Insurance Counseling and Advocacy Program (HICAP) The Health Insurance Counseling and Advocacy Program (HICAP) assists individuals and families with Medicare and Insurance Benefits. Compare Medicare and related health insurance choices, appeal denials of HMO or insurance coverage, explore long term care insurance options and more. All volunteer HICAP counselors are trained and certified by the California Department of Aging.
